Step 1: Preheat the oven to 375°F (190°C) and lightly grease a baking dish./n
Step 2: Cook the tortellini according to package instructions until just al dente. Drain and set aside./n
Step 3: In a large skillet over medium heat, cook the ground beef until browned. Drain excess grease./n
Step 4: Add salt, pepper, garlic powder, onion powder, and Italian seasoning to the beef and stir well./n
Step 5: Stir in marinara sauce, diced tomatoes, and heavy cream. Simmer for 5 minutes./n
Step 6: Add the cooked tortellini to the sauce and mix until evenly coated./n
Step 7: Transfer the mixture to the prepared baking dish and spread evenly./n
Step 8: Top with mozzarella and Parmesan cheese./n
Step 9: Bake for 20–25 minutes until the cheese is melted and bubbly./n
Step 10: Garnish with fresh parsley and serve warm.
