Instructions
Step 1: Preheat the oven to 350°F and line a cupcake pan with chocolate cupcake liners.
Step 2: In a large bowl, combine the chocolate cake mix, eggs, vegetable oil, and water.
Step 3: Mix the batter until smooth and fully combined.
Step 4: Fill the cupcake liners about two-thirds full with batter.
Step 5: Bake for 18 to 20 minutes or until a toothpick inserted into the center comes out clean.
Step 6: Allow the cupcakes to cool completely before decorating.
Step 7: In a mixing bowl, beat the softened butter until creamy.
Step 8: Gradually add powdered sugar, milk, and vanilla extract, then beat until light and fluffy.
Step 9: Add blue food coloring until the frosting reaches the desired Cookie Monster shade.
Step 10: Pipe the frosting onto the cupcakes using a grass piping tip to create a furry texture.
Step 11: Place two candy eyes on top of each cupcake.
Step 12: Insert half of a mini chocolate chip cookie into the frosting to resemble Cookie Monster eating a cookie.
Storage and Reheating Tips
Store the cupcakes in an airtight container at room temperature for up to 2 days or refrigerate for up to 5 days. Allow refrigerated cupcakes to come to room temperature before serving for the best flavor and texture.
