Ingredients
For the beef stew:
1 1/2 lbs stewing beef, cut into chunks
2 tablespoons plain flour
2 tablespoons oil
1 onion, chopped
2 garlic cloves, minced
2 carrots, sliced
1 parsnip, sliced
1 leek, chopped
1 1/2 cups baby potatoes
2 tablespoons tomato paste
2 cups beef stock
1 tablespoon Worcestershire sauce
1 teaspoon dried thyme
1 teaspoon dried rosemary
Salt and pepper to taste
For the dumplings:
1 1/2 cups self-raising flour
3 tablespoons shredded suet (or cold grated butter)
1/4 teaspoon salt
Cold water, just enough to form a dough
For the mashed potato:

1/3 cup milk or cream
