Step 2: In a large skillet, cook ground beef over medium heat until browned. Add diced onion, bell pepper, Italian seasoning, garlic powder, salt, and pepper. Cook until vegetables are tender, about 5-7 minutes. Drain excess fat.
Step 3: Spoon a portion of the beef mixture down the center of each tortilla. Roll up tightly and place seam-side down in the prepared baking dish.
Step 4: Pour pizza sauce evenly over the enchiladas. Sprinkle with mozzarella cheese and top with pepperoni.
Step 5: Bake uncovered for 20-25 minutes, or until the cheese is melted and bubbly.
Step 6: Garnish with chopped parsley or basil before serving.
