step 1 Rinse the rice and add it to a pot with 2 cups of water or broth and a pinch of salt. Bring to a boil, reduce the heat, cover, and simmer for 15 minutes or until cooked.
step 2 In a large pan, heat olive oil and 1 tbsp butter over medium heat. Add the shrimp, season with salt, pepper, paprika, and chili flakes (if using), and cook for 2–3 minutes per side until pink and just cooked through. Remove and set aside.
step 3 In the same pan, add remaining 1 tbsp butter and minced garlic. Sauté for about 1 minute until fragrant.
step 4 Pour in the cream and stir in Parmesan cheese. Simmer gently for 3–4 minutes until the sauce thickens slightly.
