Step 1: Cook the noodles according to the package instructions until tender. Drain and set aside.
Step 2: Heat the vegetable oil in a large skillet or wok over medium-high heat.
Step 3: Add the ground beef and cook until browned, breaking it apart as it cooks.
Step 4: Stir in the minced garlic and ginger, cooking for 1 minute until fragrant.
Step 5: Add the soy sauce, dark soy sauce, oyster sauce, chili oil, red pepper flakes, sugar, and black pepper. Stir well to combine.
Step 6: Pour in the beef broth or water and let the sauce simmer for 2 to 3 minutes.
Step 7: Add the cooked noodles to the skillet and toss until fully coated in the spicy sauce.
Step 8: Drizzle with sesame oil and sprinkle with chopped green onions and sesame seeds.
Step 9: Serve immediately while hot.
